The City of Katowice undertakes to ensure the accessibility of its website in accordance with the provisions of the Act of 4 April 2019 on the Digital Accessibility of Websites and Mobile Applications of Public Entities. The code used on all pages is verified for compliance with the standards defined by the W3C organisation for XHTML 1.0 Transitional. The website complies with the Web Content Accessibility Guidelines (WCAG) 2.0 at level AA. All pages have been created using Cascading Style Sheets (CSS), which allows the content layer to be separated from the presentation layer.

Information on the procedure described in Article 18 of the Act on Digital Accessibility
Everyone has the right to request digital accessibility of a website, mobile application or any of their elements. One may also request access to information through an alternative method, for example by having a digitally inaccessible document read aloud or having a film described when it lacks audio description.
The request should include the requester’s data, an indication of which website or mobile application it concerns, and the preferred method of contact. If the requester needs information to be provided through an alternative access method, they should specify their preferred way of receiving it.
A public entity should fulfil the request immediately, no later than within 7 days of submission. If meeting this deadline is not possible, the entity shall promptly inform the requester when the request can be fulfilled, which must not exceed 2 months from the date of submission. If ensuring digital accessibility is not possible, the entity may propose an alternative method of access to the information.
If a public entity refuses to comply with a request for digital accessibility or an alternative access method, the requester may file a complaint regarding the provision of digital accessibility of a website, mobile application, or their elements. After exhausting this procedure, it is also possible to submit a request to the Ombudsman. The Ombudsman’s website is available at: https://www.rpo.gov.pl/.

Additional information
The website https://neony.katowice.eu/ is also accessible using the Intelligent Web Reader talking browser and other screen readers. The talking browser enables blind and visually impaired users to navigate the website. Intelligent Web Reader and other screen readers read out websites using built-in synthetic speech. They also allow text size enlargement.
Presentation mechanisms divide the website into logical segments, giving users a sense of the visual layout. Navigation on the audio-enabled version of the page takes place via standard keyboard shortcuts, and the graphical structure is described using numbered “points”, each corresponding to a logical segment of the page.
